Bulk Mail

All Non-Profit (Bulk Mail) must meet the following guidelines. In additional if Mail Services will be printing the addresses directly on the mail piece, the SmartMail addressing guidelines must also be followed.

Non-Profit (Bulk Mail) Guidelines

  1. Minimum piece count for bulk mailing is 200.
  2. All mail pieces must be the same size, weight and content.
  3. Address must be in zip code order.
  4. Only domestic mail may be sent at Non-profit/Bulk rate.
  5. Regular business envelopes (number 10) that need to be sealed must have the flaps down.
  6. NSU must be in the return address.
  7. For faster processing, use one of the imprints listed below in the stamp area.
  8. A Drop Zone Order Form must be filled out and received at least three days before the mailing is delivered to the Drop Zone.
  9. Processing time can take from 2 to 3 business days. Large jobs may take longer.

Trays, Tubs and Drop Zone Work Orders can be delivered to your department by calling 918-456-5511, ext. 2610. Mail is processed on a first in, first out basis. Be sure to add in the time needed to process your mailing at Mail Services into your time schedule.

Mail Permit Specifications

Imprint # 1:

Section 623.51 of the USPS Domestic Mail Manual clearly limits the use of the imprint authorization. This imprint is a special Standard Bulk mail imprint for NSU mailings only. NSU is "authorized to mail only its own matter at those rates and may not lend, delegate the use of it permit to mail at the special rates to any other person or organization."

Imprint # 2:

Under Section 623.52 of the USPS Domestic Mail Manual, it is stated that "cooperative mailings may be made at the special bulk rates only when each of the cooperative organizations is individually authorized to mail at the special bulk rate at the US Post Office where the mailings are deposited." Cooperative mailings are mailings of any matter on behalf of, or produced for an organization, or sponsored by an organization, not itself authorized to mail at the special bulk rates at the US Post Office where the mailings is deposited.

SmartMail Addressing Guidelines

Mail piece Specifications:

  1. Do not use glossy or coated paper
  2. Size: 3” x 5” min. to 13” x 15.5 max.
  3. Thickness: up to 0.125”
  4. Any fold should be at the top of the mail piece
  5. Do not use clasp envelopes
  6. Format of address:

Additional Services though the SmartMail addressing system:

  • Delete duplicates addresses
  • Supply a report of all addresses with error codes
  • Run address list through NCOA (National Change of Address) that will give change of address information that has been reported to the U.S. Post Office within the last 18 to 48 months.
